I assume they are only talking about commercial planes. I'm pretty sure the IAF doesn't have an easy replacement for its C-130s. Most USAF supply flights to Israeli AFBs are done with C-17s and C-130s.
Europe is in the same boat. Brussels airport is closed this morning due to a strike by their security folks. London Heathrow has complete baggage chaos for checked baggage in Terminals 2 & 3. They are asking the airlines to cut 10,000 flights to/from LHR between now and September.

For commercial operations a type certificate is required for the pilot(s) as is recurrent training. Single pilot operation for freight hauling is approved. The aircraft is designed and approved for operations in IMC with the original instrument set. Any pilot operating the aircraft is supposed to be trained to fly it as is.
